A new clip from Fox News is making the rounds in the crypto sphere. Crypto pundit X Finance Bull (@Xfinancebull) shared a video of Senator Bill Hagerty discussing the CLARITY Act, and the post is fueling fresh bullish sentiment around XRP and XLM.
The reason is that Hagerty sits on the Senate Banking Committee. His words carry weight on a bill that could reshape the entire digital asset market.
Hagerty didn’t mince words on the bill’s purpose. He said the CLARITY Act is taking the crypto space toward “the type of certainty that’s necessary to bring the entire digital asset framework into full-blown opportunity here in America.” He drew a direct line to his own legislative track record, noting that the GENIUS Act, which he authored, brought the U.S. into the digital payments arena.
Hagerty also tied the stablecoin law to the U.S. Dollar’s standing as the reserve currency. He explained the U.S. now has “a reserve digital dollar that’s backed dollar for dollar by short-term U.S. Treasury securities.” From there, he pointed to where digital assets go next.
He said digital assets “have a much more varied use” and added, “We need to get this done. It’s important to get it done. It’s critical to maintain America’s innovation edge.” On timing, Hagerty said the bill will likely garner more attention after the July recess period, and he hopes to see it concluded before the end of July.
The bill has moved through real institutional checkpoints this year. The Senate Agriculture Committee published its draft of the Digital Commodity Intermediaries Act in January, addressing CFTC authority over digital commodities. The Senate Banking Committee followed with a markup vote on May 14, advancing the bill.
Then, in early June, the bill landed on the Senate Legislative Calendar, putting it in line for a full Senate vote. Each step moves the bill closer to the 60 votes it needs to clear the Senate floor.
XRP and XLM both operate as payment-focused, cross-border digital assets. A clear market structure law removes the regulatory ambiguity that has kept institutional capital on the sidelines. The GENIUS Act opened the door for stablecoins, and CLARITY does the same for the rest of the digital asset market.
That includes assets built for liquidity, and Ripple has spent years positioning XRP for cross-border payment rails. Stellar has built XLM around fast, low-cost settlement and asset issuance. Both stand to benefit when banks and payment companies get the legal certainty Hagerty describes.
